Maryland Traffic Records Coordinating Committee (TRCC) Charter

A. MISSION

Provide strong coordinated leadership to maximize the efficiency and effectiveness of traffic safety information collection and analysis and the resources needed to support it. The Traffic Records Coordinating Committee (TRCC) will support data improvements at all levels of government that minimizes duplication, improves uniformity, advances electronic data collection, and facilitates data access and use.

B. GOAL

Ensure that complete, accurate, and timely traffic safety data is collected, analyzed, and made available for decision-making at the national, state and local government levels and for others also working to improve public safety through the reduction of crashes, deaths, and associated injuries in Maryland.

C. AUTHORITY

The TRCC operates under the authority of and by the appointment of the administrators of the member agencies and shall consist of members from Governor's Office of Crime Control and Prevention (GOCCP), Governor's Office of Homeland Security (GOHS), Maryland Chiefs of Police Association (MCPA), Maryland Department of Budget and Management (DBM), Maryland Department of Health and Mental Hygiene (DHMH), Maryland Department of Public Safety and Correctional Services (DPSCS), Maryland Institute for Emergency Medical Services Systems (MIEMSS), Maryland Motor Vehicle Administration (MVA), Maryland Sheriffs Association (MSA), Maryland State Police (MSP), Maryland Transportation Authority (MdTA), National Study Center for Trauma and Emergency Medical Systems (NSC), Office of Chief Medical Examiner (OCME) and Maryland State Highway Administration (SHA).

Additionally the TRCC shall utilize in an advisory role the following partners: Baltimore Department of Transportation (BDOT), Baltimore Metropolitan Council (BMC), Metropolitan Washington Council of Governments (MWCOG), Maryland Judiciary - District Court of Maryland (DCM) and Judicial Information Systems (JIS), Office of the State Treasurer Insurance Division (OST), Federal Highway Administration (FHWA), Federal Motor Carrier Safety Administration (FMCSA) and National Highway Traffic Safety Administration (NHTSA).

D. DUTIES AND RESPONSIBILITIES

  • Provide the primary point of leadership, planning, policy setting, and accountability for the Traffic Safety Information Systems activity within the State of Maryland.
  • Provide policy framework for coordination, cooperation and collaboration of agency activities targeted at improvement of State traffic safety information system while ensuring the protection of confidential information entrusted to the organizations.
  • Prepare a plan for the implementation of traffic safety data improvements.
  • Recommend forming interagency project teams to develop implementation plans for carrying out the objectives of the plan.
  • Provide a forum for review and endorsement of programs, regulations, projects and methodologies (excluding specific vendor products) to implement the improvements identified in the implementation plan.
  • Review programs, regulations, projects, and methodologies for conformance with the mission and goal of the TRCC and for conformance with national policy on traffic safety information systems.
  • Provide executive guidance and coordination for programs, projects, and regulations as they become operational.
  • Receive periodic updates from the project teams.
  • Approve and implement other tasks in furtherance of the TRCC goals to achieve quality traffic safety data from state traffic safety information systems.
  • Provide a mechanism to communicate, identify and promote best practices and principles for doing business.
